Annual average daily traffic is a measure used primarily in transportation planning and transportation engineering.  New York city has a great website to look at traffic volume.  The interface is a bit funky, but once you get the hang of it, there’s a lot of information here.

Carbon allowances are percentages of existing emissions that are allowed under various proposed legislation.  In the Kerry Waxman bill, major utilities were given substantial allowances for several years, until a fairly steep curve to a 0 allowance policy in 2035.

Carbon auctions are a mechanism by which a regulating agency auctions off allowances.  These allowances are sold to large energy emitters, who must then purchase offsets or reduce emissions in excess of the amount purchased at auction.
